Supreme procuratorate issues new anti-corruption document

The  news today is that the Supreme People's Procuratorate has issued the Implementing measures on the 2008 - 2012 Work plan on building and strengthening a system to punish and prevent corruption (检察机关贯彻落实〈建立健全惩治和预防腐败体系2008-2012年工作规划〉实施办法).

The full text of this document is not available yet.

However, the implementing measures contain a list of 50 anti-corruption tasks procuratorates all over the country must fulfill. The list virtually covers every aspect of procuratorial work. (Read more - in Chinese)

This plan may be something new for the procuratorate. Yet, some of the tasks it lists have been the staple of China's anti-corruption work for the last 20 years:

  • focussing on corruption by leading cadres
  • investigating big and important cases, and so-called burrow cases (窝案串案)
  • investigating cases in the construction, real estate, property, medical, public procurement sectors etc.
Also, the procuratorate has been one of the last organs to issue implementing measures of the Five Years Anti-Corruption Plan.

The Five Years plan was issued on 22 June.

The Ministry of Civil Affairs issued implementing regulations after just three days (全文). The Ministry of Water Resources got its implementing regulations out in July (全文). The party committee of Shaanxi province perhaps had its regulations ready even before June 22, since their issue date is strangely incomplete (have a look)
