The reading of the draft amendments took place this morning in Beijing. At the moment of writing, discussions on them are still going on. But the proposed amendments have undergone two changes already
- Kidnapping for ransom, kidnapping of a child (art. 239). Minimum punishment raised from three to five years' imprisonment. Rationale: avoiding the use of suspended sentences, which can apply to penalties up to three years detention
- Provision of individual information through sale or other means (art. 253). Criminalized
