State secrets law could be amended in 2009

Last week the State Council approved in principle the draft amendments to the Law on the Protection of State Secrets. The draft amendments are not available yet. But, according to this source proposed chances are as follows:
  • specific provisions on information systems have been added
  • security rules have been strengthened
  • provisions about the classification system, and procedures to change the classification level of information have been added
The draft amendments should be discussed by the NPC later this year. Another recent proposal to amend the Law on State Secrets, came from Jiang Hong, a delegate to the Political-Consultative Conference. A Caijing article has pointed out how the amendments may increase information transparency.
