Zhu De's Report to Mao Zedong on the circumstances of the First Plenary Meeting of the Central Commission 

19 November 1949

Chairman Mao:

The Central Commission for Discipline Inspection has been established and has held its first plenary meeting, deciding:

1. to draft a detailed work rule, submit it for its adoption by the next meeting and implement it after the Political Office has been petitioned for approval.

2. to establish Commissions for Discipline Inspections under the Party Committees of each department directly controlled by the Centre. General branches will set up Commissions for Discipline Inspections or Commissaries for Discipline Inspection. Branches will set up Commissaries for Discipline Inspection, which will regularly perform discipline inspection work under the leadership of Party committees, general branches and branches.

3. The Central Commission for Discipline Inspection must establish a permanent work institution. The Central Organization Department has been tasked with the responsibility to choose cadres, and establish it as soon as possible
